The International Cricket Council (ICC) has provisionally suspended Pakistan's Salman Butt, Mohammad Aamir and Mohammad Asif after the three players were accused by British newspaper News of the World in a spot-fixing scandal. “The ICC is not making tougher laws and that's why their role is questionable,” Latif told AFP. “I also doubt the sincerity of cricket boards and the ICC to put a lid on this wrongdoing.” Latif, who played 37 Tests and 166 one-day internationals, announced his retirement in protest over suspicions of match-fixing on the 1994 tour of Zimbabwe. He later appeared before Justice Malik Qayyum's commission and testified against fellow players, including then captain Salim Malik. In 2000, India's police accused South African captain Hansie Cronje of corruption in cricket's biggest match-fixing scandal, forcing the ICC to form its Anti-Corruption and Security Unit (ACSU). Latif said the ACSU had failed to serve the purpose. “These ex-policemen (ACSU officials) may have been very good in their field, but cricket is a different ball game altogether and only a cricketer can see an irregularity during a match. “(The ACSU) does not have the right to conduct raids or arrest people, what they only do is to ask players to avoid suspicious people. All in all, the unit is toothless, as their recourses are limited,” said Latif. Latif said one-day and Twenty20 rules would have to be changed to minimise fixing. “In my opinion, power plays in limited-over matches encourage spot-fixing, so there is a need to change the laws. ICC President Sharad Pawar said Pakistan captain Salman Butt and pace bowlers Mohammad Asif and Mohammad Amir, who have been provisionally suspended and charged by the ICC under their anti-corruption code, will get an opportunity to present their version of the spot-fixing scandal that has rocked the sport. “We have not punished anybody,” Pawar told Times Now channel in New York on Saturday where he is attending an international meeting of the Nationalist Congress Party of which he is the president. “If there are some serious allegations and if the anti-corruption unit of the ICC comes to some prima facie conclusion, then we will have to send a notice to that particular player, it is not a final decision. “The notice means giving them an opportunity to explain their position.” Pawar did not say who the commissioner was or when they would be appointed but explained the protocol they would go through. “(The) ICC appoints an independent person as the commissioner and gives (an) opportunity to the player to put his views and explanations before the commissioner and not the ICC and the commissioner's recommendations will be final for (the) ICC,” spelled out the Indian agriculture minister. He also assured the Pakistani cricketers they would get a fair hearing. “This is not an action (against them). This was Pakistan’s first fixture since Test captain Salman Butt and bowlers Mohammad Amir and Mohammad Asif were suspended by the International Cricket Council after newspaper allegations the trio were involved in a betting scam that saw no-balls deliberately bowled in last week’s fourth Test at Lord’s. “We have to play to cricket, we don’t take these things with us (on to the field),” Afridi told reporters. Afridi was encouraged by the way Pakistan, with the leg-spinner himself taking two for 27, sparked an England collapse from 42 for one to 62 for five before an unbroken stand of 67 between Eoin Morgan (38 not out) and man-of-the-match Michael Yardy (35 not out) saw his side defeated. “The way my boys played I am very happy. I know it’s not a perfect total but the way our boys played was good,” Afridi explained. “At one time it looked like we were going to win this game. But the way Morgan and Yardy played, they did very well,” said the all-rounder, who last year led Pakistan to World Twenty20 glory in England. Afridi, looking ahead to Tuesday’s second Twenty20 in Cardiff and the subsequent five one-dayers against England, added: “We are very confident and Inshallah (god willing) you will see us play some good cricket.” And he said boosting the confidence of his players would not be a problem for either him or coach Waqar Younis. “This is my job and the coach’s job to lift the morale and keep the guys in high spirits.” But he admitted: “After what has been going on for a week or ten days, it (the situation) has been very difficult.” A smiling Afridi insisted none of his players had bought Sunday’s News of the World, saying: “No-one buy, no-one buy”. One-day skipper Afridi tore into Test batsman Hameed, who claimed he had done nothing more than repeat the allegations of “spot-fixing” being faced by three Pakistan players. The row overshadowed Pakistan's first international game since the scandal rocking the sport first erupted. They were beaten by five wickets in the first of two Twenty20 fixtures against England at Sophia Gardens in Cardiff. Britain's biggest-selling newspaper News of the World -- which broke the corruption story engulfing Pakistan's tour of England -- released footage of Hameed in a bar telling an undercover reporter that some Pakistan players were fixing “almost every match”. “They've been caught. Only the ones that get caught are branded crooks. They were doing it (fixing) in almost every match. God knows what they were up to. Scotland Yard was after them for ages,” he was quoted as saying. “It makes me angry because I’m playing my best and they are trying to lose.” The 32-year-old also said he had been approached by shadowy figures and offered bribes but refused -- and was subsequently dropped from the side for two years. Following the T20 defeat in the Welsh capital, Afridi said what he thought of Hameed. “Mentally he is 15, 16. I don't know with who he was sitting or in which situation he gave this message,” he said. “We have known him for a long time and we can expect anything from him. He has been doing these type of things a lot of times.”Asked if Hameed was unreliable, he replied: “Yeah, the people know which type of character he is.”Hameed released an affidavit, read by the Pakistan Cricket Board (PCB)'s lawyer outside the country's High Commission (embassy) in London. The batsman said he believed he had been talking to a potential sponsor -- who turned out to be an undercover reporter. “He offered me at least 50,000 pounds (77,000 dollars, 60,000 euros) for the deal,” which involved having an airline logo on his bat, plus television and billboard advertisements in the United Arab Emirates. Hameed said he was asked about the corruption allegations. “As far as I recall, I only told him whatever I had already read in the newspapers about the matter.” He said two days later the man telephoned and offered 25,000 pounds to give a statement against the three players under investigation: Pakistan Test captain Salman Butt and bowlers Mohammad Aamer and Mohammad Asif. Hameed said he refused and put the phone down. The batsman said he later received a text from the man, which read: “Pls call me. Incidentally you are in video drinking wine and saying all the quotes attributed to you. Denying it is just stupid as we will be releasing the video to TV. Better that you stand up and speak the truth!!!!”He said he decided not to respond and went to the PCB. News of the World claimed a fourth Pakistan cricketer was being investigated by the International Cricket Council (ICC) over alleged fixing. They repeated on Sunday claims they paid Mazhar Majeed, an agent for several Pakistan players, 150,000 pounds (185,000 euros, 230,000 dollars) for advance knowledge of no-balls in last month's final Test against England, which could then be bet upon. That prompted the ICC to charge Butt, rising star Aamer and Asif, and suspend them pending a decision on the allegations. They were interviewed under caution for a second time by British police Friday. The paper said that up to 15,000 pounds of the cash it allegedly handed to Majeed was found in Butt's London hotel room. Butt's lawyer denied any wrongdoing, saying it would not be unusual for his agent to give him money. On Saturday, Afridi apologised for the scandal. “On behalf of these boys -- I know they are not in this series -- I want to say sorry to all cricket lovers and all the cricketing nations,” he said.
